Kana listened to the old man's issues of what a town like this would need and began making a mental list. The main thing these people needed were good sources of food and water which Kana could definitely understand was a basic necessity. Especially since the elder, who was not even in the immortal realm, would need to eat to sustain himself if he did not have food pellets.
"For now…." Kana stood up and walked over to the well, and looked down inside to see that it was muddy and murky. She waved her hand and cast a fireball to dry up the last of the water before waving her hand again and creating a magical array that began producing water. From there, she made a large container next to the well made of earth and froze the inside with ice magic, and unloaded a few dead demonic beasts.
"With this, you have food and water to sustain yourselves for a little while. I plan to have someone come out and place a one story modular building here that will have over a thousand mini mystic realms in them to be used as homes. The soil inside the mystic realms is rich and can be used to plant crops. They will come premade to have many fields of crops that will never wither or die. So you can crops year round and enough to feed yourselves. I will also have a few people come out once a month to deliver meat until you can sustain yourselves.

You will all be able to live bountiful lives, and if you wish to expand, you will be able to. The best thing about these buildings is that they are safe. You will not need to worry about bandits or demonic beasts anymore, either. If you ever wish to move on to the bigger cities, you can at any time. Also, once the roads connect to here, the new Devan Police Force will patrol the area, so if anything happens, you can talk to them." Kana looked at the stupefied faces of the residents here and smiled.
Tears began rolling down the cheeks of the villagers as they all suddenly prostrated themselves in front of Kana. Even the old village leader was trying to get on his knees, but Kana quickly stopped him. "You do not need to do this. As the ruler of your empire, I should look out for the needs of my citizens. While I am giving you safe housing and food, this does not mean you can be lazy. There are young men here who can join the police force and begin patrolling the streets. I will be sending out a recruitment officer who will take your information. So do a good job and work hard."
"Yes, Your Highness!" The few young men of the village all jumped up in excitement. They never thought they would get such a chance. A chance to better themselves so that they could finally hold their heads high.
This same scene began to repeat itself as Kana traveled to the border. She wanted each and every one of her citizens to live happy lives. The meaning of her kingdom's name was put into place because of this. Happiness. She wanted everyone to be happy.
But when she got to the border, her eyes grew cold. While her army was doing what they were supposed to by patrolling the edge of the barrier, what she saw on the other side was a mass of soldiers from the neighboring country.
Kana flew over to her empire's border fort and landed in the main yard. "Your Highness!" The men who were training all called out as they bowed to her. "Where is the General?"
"General Gao is in his office." A soldier answered before getting beaten up by the others.
"How dare you speak to our goddess first!" Another soldier yelled out.

"Stupid newbie!"
Kana chuckled and shook her head as she made her way into the fort and up to the general's office. She knocked on the door to hear a ruff voice call out: "Come in, it's open."
Kana pushed the door open, causing the general, who had a pen in his hand, to drop it and stare at her in disbelief. "Yo-Your HIghness! Wh-What brings you here?"
"I am here to check things on the borders as I roamed the empire to see what my citizens need to sustain proper lives. May I ask how long the military build up from the Fuaz Kingdom has been going?" Kana got right down to business. She wondered how long this neighbor had been planning on attacking them.
"We have been at war with them since before you came. At first, we were at a stalemate, but now we outnumber them, which is why they had begun amassing their entire military on our border. Waiting for the barrier to go up. I was just going over plans on how we would act once the barrier did go up. I know my men will not get hurt, but I can not embarrass myself either, so I was working on some plans for how we can keep the death toll low on the enemy side and take them as prisoners for the time being until you handled their king." The general explained.
"I see…. No need for that. I will go speak directly to them and see if they do plan to attack. I do not want to be a tyrant. We will not attack unless we are provoked. While they might be amassing a strong force on the other side, it could be due to me sending you so many troops all at once. Sit tight for now, and I will speak with them." Kana said as she went to turn around to leave, only to be stopped.
"Your Highness. May I go with you? I would like to witness things with my own eyes." The general, like all his men, held Kana on the highest pedestal as the goddess of their empire. So he wished to witness her feats firsthand.
